Extends workers' compensation coverage to newly graduated high school students participating in Department of Education-sponsored work-based learning programs during the summer following their graduation.

Designates the State as the responsible employer for workers' compensation purposes when recent graduates perform work (paid or unpaid) as part of school-approved work-based learning programs.

Limits coverage to no later than July 31 of the student's high school graduation year.

Makes workers' compensation coverage the exclusive remedy against both the State and private employers participating in the program.

Effective July 1, 2050.
