Amends Hawaii Revised Statutes section 76-77 to clarify the civil service exemption for contracts with qualified community rehabilitation programs for building, custodial, and grounds maintenance services.

Increases the contract cost limit for qualified community rehabilitation programs from $750,000 to $850,000 per private person or entity.

Establishes that the $850,000 aggregate cost limit applies regardless of the number of individual contracts or qualified community rehabilitation programs utilized for the personal service.

Makes minor grammar corrections by replacing "which" with "that," "more" with "longer," and "no" with "not" in various statutory provisions.

Takes effect on July 1, 2050.
