Board of Land and Natural Resources shall adopt rules to impose user fees that apply solely to nonresidents visiting state parks and trails.

Board must conduct studies to determine which state parks and trails should have user fees applied and may designate specific locations for fees.

Board may implement seasonal pricing that adjusts user fees based on demand fluctuations throughout the year.

User fees shall be adjusted over time for inflation using the Consumer Price Index for the Honolulu area and may be reduced, increased, or repealed by the Board through rule changes.

Proceeds from user fees shall be deposited into the state parks special fund established under section 184-3.4; bill takes effect July 1, 3000.
