Amends Hawaii Revised Statutes Section 88-9(d) to allow retirants to be reemployed in positions identified for succession planning without reenrollment in the Employees' Retirement System and without loss or interruption of benefits.

Requires retirants in succession planning positions to have not been employed by the State or county during the twelve calendar months before reemployment.

Prohibits any pre-retirement agreement between the State or county and the retirant for return to work after retirement.

Requires employers to contribute the required percentage of a rehired retirant's compensation to the pension accumulation fund to amortize the system's unfunded actuarial accrued liability.

Effective date July 1, 3000.
