HI SB444

Removes requirement for department head approval of employment, appointment, promotion, transfer, demotion, discharge, and job descriptions for boards and commissions, while maintaining compliance with applicable personnel laws.

Amends exemptions for the Office of Elections, Elections Commission, and various state boards and commissions from section 26-35 administrative supervision requirements.

Allows boards and commissions to make personnel decisions independently, though they remain subject to chapter 76 civil service laws and other applicable personnel statutes.

Updates cross-references in statutes governing the Hawaii Housing Finance and Development Corporation, Land Use Commission, State Foundation on Culture and the Arts, Urban Land Institute, and other entities to reflect removal of department head approval requirements for exempt personnel.

Takes effect upon approval.
