Establishes a hiring pilot program within the Department of Health to address the department's reported 900 vacant positions as of September 2024.

Allows the Department of Health to forward applications for delegated position classifications without pre-verifying minimum qualifications, with verification occurring only after an applicant is selected for hire.

Grants flexibility for positions with salary range at or below SR-10 to consider required minimum qualifications as desired qualifications and to allow certain community college development programs to substitute for required or desired experience.

Permits direct hiring of individuals who meet minimum qualifications into civil service positions when there are more than five vacant positions within that classification, and authorizes temporary appointments outside the civil service list at the merited pay scale without step limitation.

Applies to recruitments initiated before July 1, 2028, requires annual legislative reports through 2029, and sunsets July 1, 2028.
