Establishes a school capital improvement project modernization initiative within the School Facilities Authority to create a comprehensive planning database for Hawaii's school facilities.

Requires the planning database to include a comprehensive asset inventory of school properties and facilities updated annually by June 30, a facilities condition index updated every three years, and enrollment-to-capacity ratio data updated by December 1 each year.

Mandates the authority submit an annual report to the legislature, governor, board, and superintendent by August 15 with asset inventory data, facilities condition information, prioritized project lists organized by district or complex area, and school capacity utilization analysis.

Classifies school capital improvement projects into four categories: critical infrastructure (fire alarms, electrical/water/sewer systems, roofing, air conditioning), expansion, functional adequacy enhancements, and federal/state law compliance.

Appropriates unspecified sums from general revenues to the school facilities special fund for fiscal years 2025-2026 and 2026-2027 to establish the modernization initiative, effective July 1, 2025.
