Department of Land and Natural Resources shall conduct a carrying capacity study of Kikiaola Small Boat Harbor in Kauai County, including assessment of natural resources, cultural resources, and visitor/resident experiences.

Study shall evaluate existing use restrictions and management practices, and assess whether commercial tour operators increased passenger numbers without departmental review of infrastructure or resource impacts.

Study shall propose long-term management options to reduce human impact on natural resources, cultural resources, and native species within and around the harbor.

Department shall consult with Kauai County, community organizations, and other relevant entities during the study.

Department shall submit report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the 2026 regular session; $250,000 appropriated from general revenues for fiscal year 2025-2026.
