Requires the Department of Health to prioritize Water Pollution Control Revolving Fund moneys for homeowner projects that upgrade cesspools to director-approved wastewater systems or connect properties to sewerage systems, to the extent allowable under federal law.

Authorizes financing of cesspool conversion projects including installation of cluster systems or community package plants, provided the project results in cesspool closure in compliance with section 342D-72.

Findings note Hawaii has over 80,000 cesspools discharging approximately 50 million gallons of wastewater daily into groundwater, polluting drinking water and marine areas.

References existing Act 125 (2017) requiring all cesspools to be upgraded or connected to sewerage by 2050, and Act 132 (2018) authorizing a cesspool conversion working group.

Takes effect December 31, 2050.
