• Clarifies that the Hawaii Housing Finance and Development Corporation (HHFDC) may modify housing projects or impose conditions only to the extent necessary to address minimum health and safety standards.

• Authorizes HHFDC or a responsible county official to make recommendations to appropriate legislative bodies for certification of maps and plans related to housing projects.

• Requires HHFDC or a county to accept applications for housing project exemptions within thirty days and to process applications within one hundred twenty days before final county legislative body approval.

• Effective date: July 1, 2050.
