Establishes Braille literacy as State policy to support low vision and blind students in achieving educational success and career readiness through Braille instruction and materials.

Requires Section 504 plans and Individualized Education Programs (IEPs) for eligible low vision or blind students to include assessments of reading/writing abilities and needs for Braille instruction and materials.

Mandates that Braille instructional materials be provided to students concurrently with print materials distributed to other students, or substitute materials if originals are unavailable.

Establishes a Braille Literacy Resource Center within the Department of Education to advocate for services, obtain materials, provide family information, and coordinate with the American Printing House for the Blind.

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to establish and operate the Braille Literacy Resource Center; effective July 1, 2050.
