Establishes a plant-based-by-default program for state-operated prisons requiring the Department of Corrections to offer committed persons only plant-based food and drinks by default, with an opt-out option available.

Requires state-licensed hospitals to establish a plant-based-by-default program offering patients only plant-based food products by default, with an opt-out option available.

Establishes a plant-based-by-default program for government-sponsored events requiring attendees at state facilities to be offered only plant-based food and drinks by default, with an opt-out option available.

Defines "plant-based food products" as food and drinks that do not contain meat, poultry, fish, dairy, eggs, or other animal products or byproducts.

Requires the Director of Corrections and Rehabilitation, Comptroller, and Director of Health to submit annual reports on program results to the Hawaii Climate Change Mitigation and Adaptation Commission; effective July 1, 2026.
