Prohibits the Department of Education from using synthetic substances in school meals available under the school meals program.

Prohibits charter schools from using synthetic substances in school meals available under their school meals programs.

Defines "synthetic substances" as food coloring, color additive, or colorant that imparts color when added to food or beverages.

Takes effect upon approval.
