Requires the State and all its departments, offices, agencies, and political subdivisions to ensure that all certified arborists in their employ or under contract adhere to best management practices in tree management and arboriculture-related care.

Defines "best management practices" as the American National Standards Institute A300 Tree Care standards.

Establishes that the State must enforce compliance with these standards among all certified arborists working for or contracted with state entities.

Takes effect upon approval.
