Amends Hawaii Revised Statutes Section 91-2.6(a) to require state agencies to make proposed rules available in a digitally accessible and searchable format meeting or exceeding Section 508 of the Rehabilitation Act of 1973 standards, effective January 1, 2027.

Amends Hawaii Revised Statutes Section 91-4(a) to require state agencies to make the full text of adopted rules available on the Office of the Lieutenant Governor website in a digitally accessible and searchable format meeting or exceeding Section 508 standards, effective January 1, 2027.

Applies digital accessibility and searchability requirements to both proposed rulemaking actions and finalized rules maintained by state agencies.

Effective date of the act is January 1, 2525.
