Establishes a Food and Product Innovation Network within the Agribusiness Development Corporation to help Hawaii businesses develop and commercialize food and value-added products with "made in Hawaii" branding.

Network will include primary members (facilities managed by the corporation) and partner members such as facilities in Kekaha (Kauai), Hawaii island (to be determined), Maui, Molokai, the foreign-trade zone in Hilo, University of Hawaii Maui College food innovation center, and University of Hawaii Leeward Community College value-added product development center in Wahiawa.

Network shall provide resources including courses on product development, entrepreneurship, marketing, and business management; support from early-stage trials to commercialization; commercial production with export certifications; and process optimization advice.

Each county limited to no more than two network facilities producing products labeled "made in Hawaii," "produced in Hawaii," or "processed in Hawaii" pursuant to HRS section 486-119.

Requires the corporation to submit annual reports to the legislature no later than twenty days before each regular session detailing network activities, progress, industry growth assessment, and proposed legislation; appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027.
