Establishes a state employee child care center pilot program consisting of two child care centers on Oahu: one located in or near the state capitol building and one in Kapolei.

Defines eligible children as those with a parent, grandparent, aunt, uncle, or legal guardian who is a full-time state employee, including appointed or elected officers, legislators, justices, or judges.

Requires the Department of Accounting and General Services to select an operator in accordance with chapter 103D and provide full-time weekday child care beginning at least one-half hour before and ending no later than one-half hour after the regular state work day.

Authorizes the department to establish minimal fees to offset costs and permits non-state employee children to enroll if space is available.

Appropriates $500,000 for fiscal year 2025-2026 and $500,000 for fiscal year 2026-2027; the pilot program takes effect July 1, 2025, and is repealed June 30, 2030.
