Amends Section 201H-21 to require the Hawaii Housing Finance and Development Corporation to include "agent" references in annual legislative reports on expenditures from funds and agents established under the chapter.

Amends Section 356D-20 to require the Hawaii Public Housing Authority to reorganize annual legislative reports by program area and fund, and to include new subsections describing programs being developed in the current fiscal biennium and programs planned for the two ensuing fiscal bienniums.

Amends Section 356D-28 to expand the Public Housing Special Fund to include moneys received by agents authorized under Section 356D-10 and moneys received under partnership or development agreements authorized under Section 356D-12.5, and to allow fund use for development and redevelopment of authority projects.

Takes effect on July 1, 2025.
