Allows the Department of Human Services to provide general assistance during a governor-declared state of emergency to eligible residents unable to support themselves.

Establishes eligibility requirements including bona fide state residency, social security account numbers for assistance unit members, and income criteria set by department rules.

Limits monthly general assistance allowance to the federal supplemental security income benefit payment amount for Hawaii.

Authorizes the Department of Human Services to expend funds from the Hawaii Hurricane Relief Fund for emergency public assistance, with reimbursement from federal funds or general appropriations in the next legislative session.

Effective date: December 31, 2050.
