Clarifies that the School Facilities Authority is responsible for development, planning, and construction of prekindergarten, preschool, child care facilities, and workforce housing for educators and education workers.

Authorizes the School Facilities Authority to use either the Department of Human Resources Development or the Department of Education for recruiting, hiring, and retaining exempt employees, architects, engineers, and technical positions.

Allows the School Facilities Authority to partner with public and private development agencies to develop prekindergarten facilities, in addition to housing and classrooms.

Excludes School Facilities Authority Board workgroups and subcommittees from Hawaii's Sunshine Law (Chapter 92) requirements, except for permitted interactions where two or more board members may discuss official business without triggering full Sunshine Law compliance.

Takes effect July 1, 2025.
