• Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism.

• Transfers comptroller authority over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism.

• Establishes a Performing Arts Grants Program to provide grants for coordination, planning, promotion, marketing, and execution of performing arts events.

• Amends the works of art special fund to support only costs for acquiring works of art and planning, designing, and constructing works of art and related appurtenances.

• Appropriates $4,028,811 for fiscal year 2025-2026 and $4,028,811 for fiscal year 2026-2027 to the State Foundation on Culture and the Arts; effective July 1, 2050.
