Allows the stadium authority to lease naming rights of stadium facilities or portions thereof to any public or private entity.

Allows the convention center authority to lease naming rights of convention center facilities or portions thereof to any public or private entity.

Requires all revenues from advertising, marketing, and naming rights leases to be deposited into the stadium development special fund or convention center enterprise special fund, respectively.

Exempts concessions within stadium and convention center facilities from chapter 102 compliance requirements.

Authorizes outdoor advertising displaying the name of any entity that leased stadium naming rights on the exterior of stadiums operated by the stadium authority.
