Expands areas subject to public closure by the Hawaii Public Housing Authority to include any parcels owned by the authority, not just housing projects themselves.

Requires closed areas to display "Closed to the Public – No Trespassing" signs with letters at least two inches in height, placed at reasonable intervals of no fewer than three signs per mile along boundary lines and at all entrances.

Authorizes closure of authority offices and facilities during non-business hours with signage that includes hours of operation.

Allows trespassers in closed areas to be prosecuted for criminal trespass in the second degree under Hawaii law.

Takes effect upon approval and addresses vandalism, property damage, litter, and excessive noise issues caused by non-residents in public housing parking areas and vacant land.
