Establishes a rounding up for teachers' salaries special fund administered by the Department of Education to provide additional compensation for teachers.

Requires electric utilities and county boards of water supply to offer customers two voluntary options: round up utility bills to the nearest dollar or contribute a specific donation amount.

Collected funds from the program are deposited into the special fund and are not considered utility revenue, therefore exempt from state and county taxes including general excise tax, public service company tax, and utility franchise taxes.

Appropriates state general revenues to counties (Hawaii, Kauai, Maui, and Honolulu) for fiscal year 2025-2026 to assist in implementing the water bill round-up program, constituting the State's share of mandated program costs.

Effective July 1, 2025, with the electric utility and water board billing provisions taking effect July 1, 2026.
