Requires all Hawaii public high school students to complete two credits of Hawaiian language instruction as a graduation requirement, effective with diplomas awarded at the end of the 2026-2027 school year.

Establishes a two-year pilot program at Noelani Elementary School and Nanakuli High and Intermediate School to enable students to learn and practice Hawaiian language.

Directs the Department of Education to assess student progress, award certificates to participating elementary students, and recognize pilot program credits toward high school diplomas for intermediate/high school participants.

Requires the Department of Education to submit findings, recommendations, and proposed legislation to the legislature no later than 30 days before the 2028 regular session based on pilot program results.

Appropriates general revenue funds for fiscal years 2025-2026 and 2026-2027 for implementation; takes effect July 1, 2025.
