Requires a public hearing in the directly affected community for each draft environmental impact statement subject to public review and comment under section 343-5 of Hawaii Revised Statutes.

Public hearing must be conducted by the office on the last day of the public review and comment period within the community directly affected by the proposed action.

Directs the office to adopt rules under chapter 91 to determine which communities are directly affected by proposed actions and to establish procedures for timely public notice of hearings.

Addresses environmental racism concerns in communities including Ewa, Kapolei, Nanakuli, Makaha, Maili, Waianae, Kahuku, Laie, and Waimanalo that have been disproportionately burdened by environmental hazards from projects like landfills and industrial energy facilities.

Takes effect upon approval.
