Requires all state agencies to expeditiously use energy efficient lighting and replace existing fluorescent fixtures and bulbs.

Directs the Hawaii State Energy Office to provide technical assistance to state agencies, with priority given to first responder facilities.

Mandates the Hawaii State Energy Office, with assistance from the Department of Accounting and General Services, to survey all state agencies for compliance by November 1, 2025, prioritizing first responder facilities.

Requires submission of a compliance survey report and recommendations to the legislature no later than twenty days prior to the 2026 regular session.

Takes effect January 1, 2491.
