Establishes a two-year pilot program requiring the Department of Education to assign school resource officers or guards to public elementary schools and state prekindergarten programs in the Campbell-Kapolei complex area.

School resource officers and guards must be registered pursuant to chapter 463 and assigned during hours when students are expected to be on campus, with assignment numbers based on school campus size, student enrollment, and other relevant safety factors.

Department of Education must submit reports to the Legislature no later than 30 days before the regular sessions of 2027 and 2028, including findings, recommendations, and any proposed legislation based on the pilot program results.

Department of Education is authorized to seek federal grants to cover costs of hiring school resource officers and guards.

Appropriates unspecified funding for fiscal years 2025-2026 and 2026-2027 to implement the pilot program; takes effect July 1, 2025.
