Requires the Department of Health to conduct a statewide needs assessment by December 31, 2028, to evaluate establishing an extended producer responsibility program for packaging materials and paper products in Hawaii.

Appropriates $1,000,000 for fiscal year 2025-2026 and $1,000,000 for fiscal year 2026-2027 to fund the needs assessment and related activities.

Establishes an advisory council with representatives from county waste management departments, producers, recycling service providers, retailers, environmental organizations, and subject matter experts to review the assessment and propose recommendations.

Requires the needs assessment to analyze waste characterization, collection infrastructure, processing facilities, markets, education effectiveness, equity issues, job creation potential, and upstream waste reduction opportunities like source reduction and refill systems.

Becomes effective December 31, 2050.
