Requires the Office of Planning and Sustainable Development to develop and publish a Hawaii climate adaptation and resilience implementation plan that aligns with state planning acts, functional and county general plans, and the Hawaii 2050 sustainability plan.

Plan shall determine the overall financial risk to the State associated with climate change, aggregate climate risk and hazard data, assess adaptation options for multiple hazards, and recommend land use, development, and infrastructure adaptations.

Plan shall incorporate recommendations from existing state plans including the Hawaii 2050 sustainability plan, sea level rise vulnerability and adaptation report, multi-hazard mitigation plan, drought plan, water plan, and county climate and sustainability plans.

Appropriates unspecified general revenue funds for fiscal years 2025-2026 and 2026-2027 to fund two planner V positions, one planner IV position, and associated costs for computers, publication, website outreach, and other expenses.

Requires submission of the plan to the legislature no later than twenty days prior to the convening of the regular session of 2028; Act becomes effective January 1, 2050.
