Establishes a new Department of Housing headed by a director to consolidate housing-related functions currently spread across multiple state agencies.

Places the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaii Public Housing Authority within the Department of Housing for administrative purposes.

Assigns the Department of Housing responsibility for planning, policy, infrastructure development, coastal zone management, environmental review, and community building related to housing at all income levels.

Removes Hawaii Community Development Authority and Hawaii Housing Finance and Development Corporation from the Department of Business, Economic Development, and Tourism and transfers Hawaii Public Housing Authority from the Department of Human Services.

Effective date: July 1, 2050.
