Requires senate confirmation for gubernatorial appointments to advisor positions in the executive branch if the appointee's annual salary exceeds $200,000 and is not paid from the governor's budget.

Exempts the position of administrative director under Hawaii State Constitution Article V, Section 5 from this confirmation requirement.

Requires the governor to transmit nominations to the senate president by the forty-first day of the 2026 regular session for all existing advisors earning over $200,000 who were appointed before this Act's effective date.

Existing advisors must obtain senate confirmation by the end of the 2026 legislative session to continue serving in their positions.

Takes effect January 1, 2491.
