Requires notices of unemployment benefit determinations and appeal documents to be sent electronically by default (effective April 1, 2027), with option for claimants to elect mail delivery instead.

Allows individuals to change their elected tax withholding status more than once during a benefit year, removing the previous one-time limit.

Repeals section 383-12 requiring individuals to post work availability online and repeals the statutory provision for joint experience rating accounts between employers.
