Amends Hawaii Revised Statutes § 89-10.8 to modify grievance procedure rules for public employees in collective bargaining agreements.

Removes the prohibition that prevented employees exempt from Civil Service Law (Chapter 76) who serve at the pleasure of the appointing authority from grieving suspensions or discharges.

Establishes that any employee who is a member of an appropriate bargaining unit shall be allowed to grieve a suspension or discharge.

Takes effect July 1, 3000.
