Requires wastewater treatment works designed for land application of sewage sludge to test sludge and other residual materials for the presence of perfluoroalkyl and polyfluoroalkyl substances (PFAS).

Defines PFAS as fluorinated substances containing perfluoroalkyl or perfluoroalkyl ether moieties, or fully fluorinated carbon atoms, including any chemical with at least a perfluorinated methyl group (-CF3) or perfluorinated methylene group (CF2-).

Requires the Department of Health to adopt administrative rules for safe disposal and sequestration of sewage sludge and residual materials containing specific amounts of PFAS.

Prohibits permit issuance or renewal for land application of sewage sludge or residual material containing any detectable amount of PFAS on agronomic land, land with drainage tiles, land draining into state waters, or land in a 500-year floodplain.

Effective date is December 31, 2050.
