SB 74 Summary

• Establishes the Office of the State Architect within the Department of Accounting and General Services, headed by a State Architect appointed by the Governor and reporting to the Comptroller.

• Requires the State Architect to review all state construction project plans, specifications, and documents for compliance with building codes and construction standards, and to issue design approvals before construction commences.

• Creates the Design Review Special Fund to be administered by the State Architect, funded by payments for services, legislative appropriations, and interest earned on fund balances.

• Exempts state construction projects from county building permit, inspection, and certificate of occupancy requirements when compliant with applicable building codes and standards as determined by the State Architect.

• Requires the State Architect to submit an annual report to the Governor and Legislature no later than 20 days before each regular legislative session, and establishes administrative rules to be adopted by December 31, 2026.
