Establishes a two-year coconut rhinoceros beetle eradication pilot program within the Department of Land and Natural Resources to incentivize community members to collect and submit beetles and larvae.

Restricts the pilot program to areas with established coconut rhinoceros beetle infestations within counties having a population of 500,000 or more.

Requires the Department of Land and Natural Resources to compensate community members for collected beetles and larvae, with compensation amounts determined in consultation with the Hawaii Invasive Species Council.

Mandates the Department of Land and Natural Resources submit a report on the pilot program's findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the 2026 regular session convening.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 to cover compensation, program administration, community engagement, digital campaigns, media advertising, and educational materials.
