Increases Hawaii Housing Finance and Development Corporation (HHFDC) board size from nine to ten members, with six public members appointed by the governor.

Adds the Chairperson of the Hawaiian Homes Commission (or their designee) as an ex officio voting member of the HHFDC board.

Makes the Chairperson of the Hawaiian Homes Commission ineligible to serve as chairperson of the HHFDC board.

Increases the quorum requirement from five to six members for board actions.

Aims to align affordable housing priorities between HHFDC and the Department of Hawaiian Home Lands, which both serve low-income and native Hawaiian housing needs.
