Establishes an Agricultural Enforcement Program within the Department of Law Enforcement to focus on theft of agricultural products and commodities, with an assistant chief administrator and state law enforcement officers including volunteer positions.

Creates the Agricultural Enforcement Special Fund to be administered by the Department of Law Enforcement, funded by grants, donations, fees, penalties, and legislative appropriations for program operations.

Appropriates unspecified sums from general revenues for fiscal years 2025-2026 and 2026-2027 to be deposited into the Agricultural Enforcement Special Fund.

Establishes positions funded from the special fund including 1 assistant chief, 8 state law enforcement investigator positions (2 per county), and uniformed patrol officer positions distributed as: 8 each for Hawaii, Kauai, and Maui counties, and 12 for Honolulu.

Requires memoranda of agreement between the Department of Law Enforcement and the Division of Conservation and Resources Enforcement and county police departments to coordinate agricultural crime enforcement efforts.
