Mandates that state agencies collecting reliable personal information indicating citizenship status must create dual-purpose applications that simultaneously serve as voter registration applications.

Dual-purpose applications must allow applicants to affirmatively decline voter registration via checkbox without stating a reason, and cannot be processed until the applicant indicates their voter registration choice.

Requires state agencies to electronically transmit dual-purpose application information to county clerks, election officials, and the online voter registration system unless the applicant declined to register or present documentation showing lack of U.S. citizenship.

County clerks must treat electronically transmitted voter applications from state agencies as having valid signatures and proceed to register approved voters or update existing voter information accordingly.
