S.B. 786 Summary

• Beginning January 1, 2027, all government records required to be open to public inspection under the Uniform Information Practices Act must be made available in disability-accessible format upon request.

• Requires the Governor, Chief Justice, and Mayor of each county to designate at least one agency as a "converting agency" responsible for converting government records into disability-accessible formats, with option to designate additional agencies for timely responses.

• Establishes a process where initiating agencies receive requests, retrieve records, and submit them to converting agencies for conversion into requested formats including those supporting assistive technology.

• Extends the standard response time for government records requests by 5 business days when records are requested in disability-accessible format, except for records pertaining to board meetings.

• Appropriates unspecified amounts to the executive branch, judiciary, and each county for fiscal years 2025-2026 and 2026-2027 to procure equipment and training, and establish 0.5 FTE positions to implement the requirements.
