Requires the Department of Education to establish a food waste composting pilot project at Nanakuli High and Intermediate School in collaboration with environmental organizations, local farmers, and waste management experts.

Appropriates funds for fiscal years 2025-2026 and 2026-2027 to acquire and maintain food digesters for the composting pilot project (amount to be specified).

Addresses the Department of Education's contribution of significant food waste to the Waimanalo Gulch Sanitary Landfill, with the goal of reducing landfill waste and greenhouse gas emissions.

Aims to produce nutrient-rich mulch from composted food waste for local farmers and gardens, supporting sustainable agriculture and reducing dependency on imported soil amendments.

Takes effect on July 1, 2025.
