Prohibits six specified food dye additives (Blue 1, Blue 2, Green 3, Red 40, Yellow 5, and Yellow 6) from being served in school meals at Hawaii Department of Education and charter schools.

Identifies dyes by their Chemical Abstracts Service numbers to ensure precise identification of prohibited substances.

Applies to all meals provided through school meals programs, effective July 1, 2025.

Cites California's recent ban on these same six dyes in school food and National Library of Medicine publications linking these additives to health concerns, particularly in adolescents.
