Requires the Department of Education to select school library materials based on professional judgment, community interests, publishing trends, and diversity of the State, for students in grades kindergarten through twelve.

Prohibits the Department of Education from excluding or removing books from school libraries based on the author's race, nationality, religion, gender, sexual orientation, or political or social views, or due to partisan, ideological, or religious disapproval.

Requires the State Librarian to select state library system materials according to professional judgment and similar criteria for audiences of all ages.
