Requires managing agents for residential condominium properties with more than 100 units in counties with populations greater than 500,000 to be certified community association managers with credentials from a nationwide industry trade group.

Establishes that "community association manager" means an individual possessing a manager credential issued by a recognized nationwide community association management industry trade group.

Applies requirement only to properties meeting both criteria: more than 100 units AND located in a county with population exceeding 500,000.

Addresses legislative concerns that volunteer board members lack expertise comparable to professional management companies and that current requirements (licensed real estate brokers only) are inadequate to protect associations from incompetence and fraud.

Takes effect July 1, 3000 (note: date appears to be a drafting error).
