Establishes a three-year Residential Landlord-Tenant Code Working Group within the Hawaii Judiciary to conduct a comprehensive review of the code and recommend necessary updates.

Working group shall review existing enforcement mechanisms available to landlords and tenants and consider the feasibility of statutory processes for obtaining injunctive relief.

Working group composition includes the Chief Justice (chairperson), Senate President, House Speaker, landlord-tenant attorney, property owner, two professional property manager representatives, and two tenant advocate representatives.

Requires initial report to the Legislature no later than twenty days before the 2026 regular session and a final report by July 1, 2028.

Working group dissolves on July 1, 2028; members serve without compensation and are exempt from Hawaii Revised Statutes chapter 84.
