Written transfer agreements are no longer required to transfer patients from an organized ambulatory health care facility to a licensed hospital.

Defines "organized ambulatory health care facility" using the definition from section 323D-2 of Hawaii Revised Statutes.

Addresses Hawaii's healthcare provider shortage, particularly in rural areas and neighbor islands, by reducing administrative burdens for these facilities.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
