Establishes a Marine Life Conservation District Carrying Capacity Program within the Department of Land and Natural Resources to assess capacity limits and human impacts on the State's marine life conservation districts.

Program shall assess carrying capacity of marine life conservation districts, evaluate commercial use permit impacts, monitor effectiveness of closures and activity restrictions, and propose long-term management options to reduce human impact on marine ecosystems.

Department must consult with counties, University of Hawaii (Hawaii Institute of Marine Biology), and existing commercial permit holders when conducting the program.

Department shall amend administrative rules as needed to implement program results and must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2026 and 2027 regular sessions.

Appropriates unspecified funds from general revenues for fiscal years 2025-2026 and 2026-2027 to establish and conduct the program.
