S.B. 850 Summary

• Requires the State Council on Developmental Disabilities to collect comprehensive data on health disparities and social determinants of health affecting individuals with intellectual or developmental disabilities in Hawaii.

• Mandates submission of a report to the legislature no later than twenty days before the 2027 regular session, including recommendations for legislation and policies to reduce health disparities among this population.

• Report must include definitions, population-level health indicators and disparities analysis, contributing factors by race/ethnicity/gender/age/county, and proposed legislation addressing identified gaps in health care access, health outcomes, and economic stability.

• Appropriates $550,000 for fiscal year 2025-2026 and $550,000 for fiscal year 2026-2027 to fund the data collection and report development.

• Takes effect July 1, 2025.
