• Defines "community outreach board" as a board established to serve in a community advisory capacity under a county commission or county department.

• Includes community outreach boards in the Sunshine Law provisions (Chapter 92, Part VII, Hawaii Revised Statutes) that previously applied only to neighborhood boards.

• Amends Part VII title to read "Neighborhood Board; Community Outreach Board" and applies quorum, notice, agenda, and public input requirements to both board types.

• Authorizes neighborhood board and community outreach board members to attend meetings or presentations on matters relating to official board business statewide (removing previous Oahu-only restriction) without making voting commitments.

• Takes effect upon approval.
